Doreen Fadli is the Deputy Director of Market Development and Innovation at Labuan Financial Services Authority (Labuan FSA). She leads strategic initiatives in policy formulation, tax development, and business facilitation to position Labuan IBFC as a premier international financial center. Her work focuses on enhancing tax frameworks, regulatory policies, and incentive structures to boost competitiveness, ensure compliance, and drive sustainable growth.

Doreen plays a key role in advancing Labuan IBFC’s digital and Islamic finance agenda, co-authoring initiatives like the Islamic Digital Asset Centre (IDAC) and Sandbox for the Islamic Digital Bank (i-Box). She also oversees the development of frameworks for Securities Token Offerings (STO), digital trading platforms, and emerging digital infrastructure.

Her contributions include modernizing captive insurance guidelines and expanding Labuan’s capabilities in digital finance, wealth management, and reinsurance, solidifying its position in high-growth and niche sectors.
