Biography

Jaclyn is a leading figure in fintech law and policy in Asia, with experience spanning government, industry, and private practice. She previously served as a District Court judge and as General Counsel of IBM Taiwan before founding Lee, Tsai & Partners in 1998, where she advises on fintech, technology law, M&A, and strategic investments. In 2013, Jaclyn was appointed Minister without Portfolio in Taiwan’s Executive Yuan, leading cross-ministerial initiatives on the digital economy, including fintech, e-commerce, the sharing economy, digital convergence, startups, and emerging technologies. Since returning to private practice, she has been a key bridge between regulators and the fintech industry. She serves as Honorary Chairwoman of the Taiwan FinTech Association, Chief Consultant to the Taiwan Virtual Asset Provider Association, and Chairwoman of the Asia FinTech Alliance, which connects fintech associations across 15 Asian economies to advance regulatory dialogue and regional collaboration.
