Dr. David R. Hardoon serves as Global Head of AI Enablement at Standard Chartered Bank, based in Singapore. With over 23 years of experience across banking, advisory, government, and education sectors, he is responsible for building robust AI capabilities and governance within the Chief Data Office while identifying opportunities where AI can streamline processes and deliver impactful client experiences. Previously, Dr. Hardoon served as the Monetary Authority of Singapore's first appointed Chief Data Officer and Special Advisor on AI, where he played a pivotal role in developing Singapore's AI strategy. He authored MAS's FEAT principles—the world's first governance framework on Fairness, Ethics, Accountability, and Transparency in AI for finance. He also served as Group Chief Digital and AI Officer at UnionBank of the Philippines and founded Aboitiz Data Innovation. Dr. Hardoon holds a doctorate in computer science (machine learning) from the University of Southampton.
